Apparently Dr. Soong built Data with the Gilbert & Sullivan failsafe. When activated (by singing a few verses from any of their works), it causes a feedback loop, forcing Data to do nothing, but sing along allowing him to be neutralized.
That’s my only explanation for this scene XD

The explanation, according to the script:
Data went into a self defense/survival mode when he was shot by the Son’a on the planet below. This survival mode caused him to ignore everything except escaping from the people who attacked him. Data had been practicing the song before leaving for his mission, so Picard sang the song to try and get Data to access that relatively recent memory engram even though he was in self defense mode.

I love Star Trek TNG. But this film is the worst. The plot is stupid. There’s a bunch of lame scenes that make no sense (like this one) and Riker shaves his beard off.

Maybe “terrible” is too strong a word. It is certainly dated, though. The poetry tends to be trite, bordering on doggerel, and the music is simple and formulaic. But the fact that it is still widely performed means that lots of people still enjoy it. For me, at least, performing it is a crashing bore.

There’s a lot of music I enjoy listening to that I think might be boring to perform. But trite, simplistic, and dated are adjectives that can certainly reasonably be applied to a fair bit of G&S work. I’ll grant you that.

Taste in music is a very subjective thing. FWIW, I feel the same way about Handel’s Messiah . But people still turn out in droves to hear it performed or to sing along, and I have to remind myself as I sit there for two-and-a-half hours and fight to stay awake that Handel didn’t write it for me.

So, I’ve been watching all the Star Trek films, from The Motion Picture to Beyond, and I have to say this is one of the worst films in the entire lineup.
How people could say the JJ Trek films are bad when we’re dealing with heaps of shit like this is kind of amazing. The Final Frontier is a far worse film, but god, I’d rather watch it than ever watching Insurrection ever again.
